PBN Implementing Regulation Update

EASA issued a Notice of Proposed Amendment (NPA) 2023-04 which addressed two different subject matters: the use of airborne collision avoidance system (ACAS) Xa and the harmonised use of performance-based navigation (PBN) navigation specifications for oceanic operations.  For PBN, this NPA proposes amendments to Regulation (EU) 2018/1048 to add navigation specifications in support of oceanic and remote continental operations, specifically the RNAV 10 and RNP 4 specifications; the implementation date is proposed to be retrospective (i.e the milestone set at 3 Dec 2020).  Clarity on the North/South Tango routes in the Shanwick sectors (specifically T9 & T290) which call for low continuity RNP 2 is needed as this specification is not considered in the NPA.  

Once the amendment is agreed, it is proposed to amend the guidance material to the Regulation 2018/1048 to ensure the complementary documentation is consistent with the regulatory requirements.

It is expected that the decision will be taken by the European Commission in 2024.
