CEM: Collaborative Environmental Management
The Collaborative environmental management (CEM) concept was developed to help meet the desire expressed by stakeholders to find common solutions to the environmental challenges they face at and around their airports.
A need was identified for a generic process that would bring together key operational stakeholders at airports (aircraft operators, airlines and air navigation service providers) through a working arrangement adaptable to local conditions and requirements. The resulting CEM Working Arrangement requirements have been set out in the CEM Protocol (Chapter 7) of the EUROCONTROL CEM Specification published in September 2014 following a public consultation process involving stakeholders across the entire European aviation sector.
The CEM Working Arrangement, described in the CEM protocol, supports the core operational stakeholders’ awareness and understanding of the interdependencies and constraints of their respective business requirements. In turn this can facilitate the development of shared environmental solutions driven by collaborative planning and implementation.
CEM Online
The purpose of CEM Online is to provide a common platform to assist key operational stakeholders at airports in setting up a CEM Working Arrangement and to demonstrate compliance with the CEM Specification’s Requirements.
Stakeholders will be able to manage access to their own secure workspace and to document needs and actions under each Requirement. Each CEM Working Arrangement is unique and information can be accessed only by its members.
Functionalities include a dashboard option that can display compliance levels and monitor progress. Filtering and print options provide opportunities to download customised reports.
The platform may also provide support to stakeholders who need to provide evidence to respond to voluntary carbon-reduction programmes, environmental certification schemes or to meet environmental legislative reporting requirements.
