Common Project One Implementing Regulation (EU 2021/116) replaces PCP IR

European Commission introduced the CP 1 IR which supersedes the PCP IR.  CP 1 has removed any requirement for RNP 1 in ATM Functionality 1 (AF#1).  Furthermore, there are changes in the dates of FRA implementation in AF#3.
